It is a simple sanding tool that is used to sand wood turned objects on the lathe while the work is spinning.  I use mine to sand bowls and platters and also some spindle work such as Pepper/Salt grinders.

I have found this tool to be the best way to sand.  It does the job quickly and effectively by eliminating the obvious concentric marks made by hand sanding.
